Is 8x8 coop and 8x16 run large enough for 12 chickens and 18 in the future?

I’m trying to keep the cost down and build a smaller but large enough coop. The run will be roofed and I’ll have the feeders and nesting boxes on the outsides. I also can’t decide on if I should do 4 or 8ft tall coop.
