Patchy dry makeup

I use elf grip primer , huda beauty lose setting powder under eyes only , damp beauty blender. and esstee lauder double wear foundation , elf hydration spf 30. How can i fix this? . For skincare I use cetaphill face wash and byoma skin barrier mositrizer . My makeup looks like this as soon as i apply it. f30 my skin is bad ,but at this point it looks just as bad with makeup on.
